能上能下

“干部不是终身制，长江一浪推一浪”。必要的淘汰是需要的。我们提倡能上能下，在实践活动的大浪淘沙中，把确有作为的同志放到岗位上来，不管他的资历深浅，我们也坚定不移淘汰不称职者。 绝对的公平是没有的，但在努力者面前，机会总是均等的。 被降职的干部，要调整好心态，以实际行动来证明自己。
